تحية الحرية والعدالة : 

نحن أبناء الشعب الفلسطيني وقوى العالم الحر ، ننظر الى حضرتكم نظرة احترام ، لما تقومون به سيادتكم من مجهودات عالمية تساهم في تطوير مبادئ التنمية العالمية وترسيخ قواعد المساواة بين البشر والعدالة والحرية ، ومساهمتكم في نصرة قضايا الشعوب من أجل نيل حريتها وتقرير مصيرها وذلك بحرية تأسيس أنظمتها السياسية والاقتصادية . 

سيادة الرئيس :

كما تعلم حضرتك بأن أكثر من ثلثي اعضاء الجمعية العامة بواقع 138 دولة في 29-11-2012 قد صوتوا لقيام دولة فلسطين بصفة دولة غير عضو - مراقب- وهذا تجسيد للارادة الدولية بالاعتراف الدولي والتي لم تشهد تنفيذا على أرض الواقع لانجاز الدولة بفعل ممارسات الاحتلال الاسرائيلي والتي تتناقض مع هذا الاعتراف وبالتالي الشرعية الدولية . 

سيادة الرئيس : 

بصفتكم ممثل الارادة الدولية فاننا نطلب من سيادتكم طلبامن خلال بنوده الاتية : 

أولا: فتح جلسة طارئة استثنائية دائمة بموجب القرار 377 / 1950 للجمعية العامة وذلك لمناقشة مسألة الحماية الدولية للشعب الفلسطيني ومؤسسات دولته التي تجسدت بالاعتراف الدولي ، وبنود تلك الحماية من خلال : 

1- تنفيذ قرار الاعتراف الدولي بدولة فلسطين في الأمم المتحدة وتجسيده على أرض الواقع من خلال حماية مقومات مؤسسات دولة فلسطين تحت اشراف الأمم المتحدة . 

2- تطبيق قواعد الردع الدولي ضد ممارسات الاحتلال الاسرائيلي التي تنتهك معايير قواعد حقوق الانسان الدولي داخل أراضي دولة فلسطين 

3- الحماية المادية من الأمم المتحدة لتوفير المال اللازم لدعم مقومات مؤسسات دولة فلسطين وترسيخ أركانها الثلاث بسلطاتها الثلاث . 

 ثانيا: 

اشراف الأمم المتحدة على تنفيذ الاليات للحماية الدولية للشعب الفلسطيني استجابة للاعتراف الدولي بدولة فلسطين ، وردع العدوان الاسرائيلي ضد الشعب الفلسطيني 

ثالثا: 

مناقشة مسألة عضوية فلسطين كاملة السيادة في الأمم المتحدة وكيفية تجاوز الاعاقات حول ذلك 

  رابعا: اشراف الأمم المتحدة على ضمان حماية الوكالة الدولية - الأنروا - الخاص باللاجئين الفلسطينيين من خلال تشريع قانون وليس تفويض فقط ، لحين عودة اللاجئين الفلسطينيين الى ممتلكاتهم وأرضهم وهويتهم الفلسطينية وتصحيح الخطأ التاريخي الذي نشأ بالقوة المادية لاحتلال شعب فلسطين في العام 1948 .

ان فلسطين تنظر اليك بالفخر والاعتزاز ودمتم وحماك الله لنصرة الشعب الفلسطيني والذي يطالب بالحرية وقيام دولته المستقله الحرة كاملة السيادة وعاصمتها القدس

:Freedom and justice salute

We, the children of the Palestinian people and the forces of the free world, look at your respect with respect for your global efforts that you contribute to developing the principles of global development and consolidating the rules of human equality, justice and freedom, and your contribution to defending peoples ’issues in order to obtain their freedom and determine their fate by establishing their political and economic systems free.

:Mr president 

As you know, more than two thirds of the members of the General Assembly voted, by 138 countries on November 29, 2012, in favor of establishing the state of Palestine as a non-member state - observer - and this embodies international standards. Through international recognition that has not witnessed its implementation on the ground to achieve the state because of the practices of the Israeli occupation that contradict this recognition and thus international legitimacy.

:Mr president 

As a representative of international will, we ask you to request your security through the following elements

First: Opening a permanent emergency special session in accordance with General Assembly resolution 50/377/50 to discuss the issue of international protection for the Palestinian people and the institutions of their state, which embody international recognition, and the conditions for such protection through

1- Implement the decision to international recognition of the State of Palestine in the United Nations and materialize it on the ground by protecting the constituents of the institutions of the State of Palestine under the supervision of the United Nations.

2- Apply international deterrence rules the practices of the Israeli occupation that violate the standards of international human rights rules within the territories of the State of Palestine

3- Physical protection from the United Nations to provide the necessary funds to support the foundations of the State of Palestine and consolidate its three pillars with its three authorities.

 :Secondly

The United Nations supervises the implementation of international protection mechanisms for the Palestinian people in response to international recognition of the State of Palestine, and to deter Israeli aggression against the Palestinian people

:the third

Discuss the issue of the full sovereignty of Palestine’s membership in the United Nations and how to overcome disabilities in this regard

Fourth: The United Nations supervises the guarantee of the protection of the International Agency - UNRWA - for refugees through a quick law and not only a mandate, until the refugees return to their Palestinian property, land and identity, and correct the historical mistake that arose with the material force for the occupation of the people of Palestine in 1948

Palestine looks at you with pride, pride and blessings, and may God preserve you, to support the Palestinian people who demand freedom and the establishment of a free, sovereign, and independent state with Jerusalem as its capital.
